Remove the space tapping for cops when on desk duty

Cops have just three reports to fill out and it takes seconds to finish them when tapping the space button. How about we just remove it and let cop players wait for reports to be auto-completed and then spawn?

It doesn't take more than 3 seconds for me because I use scroll wheel to sprint. Use it and you won't complain about it.

I have space as running/sprinting and shift for jump. I didn't think about others' default settings
