because you have passed rank 10 you can let him go. but for lower you should use your megaphone to stop him but after 1minute you can kill him (last resort).

Depends if he is armed, dangerous, etc. Escapees can't be killed. Use /crimes ID for infos about the criminal, also /pc can help.

and... can I kill criminals 2-5 wanted stars ,with "public shooting" and "robbery markets / bank" info?.  Me playing as a cop and pls tell ur opinion and reason guys

I only kill criminals for: murder, assault, hit and run.
After it depends on situations, if a car robber aims at you you can kill him for example.
