1_Cops cannot longer aresst criminals by proximity
2_ cops now have to cuff, shoot/kill, or taze a criminal first to send him to jail.
3_ npcs cannot arrest criminals for proximity (npc cops, or medics sometimes can jail you if you die too close to them).
4_ you cannot be jailed if there is no cops in game (idk why it works like that, sometimes i get jailed when there is literally no cops online, dont make sense)
5_ every time a cop damage a criminal/taze him/ cuff him there is a counter of 10 secs (can be more or less) if the criminal dies in that period of time he will be sended to jail.
6_ the only time when a cop can send you to jail for proximity is when you commit suicide or q2a (to prevent players comiting suicide to avoid jail)
