Please forgive my upcoming PhD talking, but this is how I'll put my final answer onward this suggestion.
Over the days, I have been witnessing the cops' lack of contribution onward the criminal's dominance due to lack of skill/laziness. I haven't been complaining about the conditions of cops in such a while, since everything seems to go as fine as it should be, sometimes it's cops' victory, sometimes it's a criminal victory.
The only thing that I don't like about all these upcoming suggestions, is that some people tend to direct it as a dominant kind of being, as if they want them to actually quit the server - from where I don't utmostly support all these suggestions within the lack of descriptions.
I do hereby agree to the fact that cops suiciding to avoid getting killed by others as it ruins the K/D, and yeah, I'll try to do something about it, by having to addon this rule and discuss it furtherly with the Management, just so it'll ease up everybody's lives more.
