If 50% or more players are on duty as cops, no more players can go on duty and current cops will be getting fired when killed. They will be able to go on duty again once there are less than 50% players on duty.

I suggest it because when there are too many cops, criminals can't do any crime without chance to evade. City is almost always clean at these times, and when some poor civilian rob something, all horde of cops see it and come after them.

What if someone was cop when he quitted and him joining makes it over 50% of cops, is he gonna get changed automatically by server?

I always play civilian when there are few cops and 1337/59 are offline.

He won't be changed automatically, he will remain cop, but since server becomes overfilled with cops, cops will be getting fired when killed until there are less than 50% cops on the server.

Tweaky suggestion
I haven't seen any better. There is suggestion called "If cops get killed X times, they will be kicked from the service for a IG day", but it would put cops in risk being completely washed from server, that's why i suggested mine solution.
"Add limit to cop duty" suggestion is nice, but I don't know if it will be enough to prevent server from becoming overfilled with cops. Both my and yours suggestions may work together very well.

good idea but it wont work practically. Even 3 cops out of 10 can make the city clean if the criminals are not from a crew/alliance  neutral

Mike, you make a great server, but that's why you don't have players.
For this rule, you will never remove revenge / revenge on a cop. We've said so many times, we want a beginner cops tutorial and nothing, we know it's a lot of work, but you've been doing little (great) functions that nobody sees, people think that on this server you can only rob a bank and kill people or be a cop.  Therefore, sometimes the server is very lawless, and sometimes the server is filled with policemen.

I will give an example, I played as a policeman, killed a few mw, in a fight. There was too much policemen, I quit my duty because I knew I couldn't handle it, and after a while (as a revenge) a guy kills me, but it's revenge, you can. I quit duty for the sake of criminals, went fishing. Which is a great feature, Mike made it well, he is catching fish that are invisible anyway, but I have satisfaction.

Don't force balancing, incentivize it somehow. Not sure exactly how, but I know it could be good if done well.

Big +1. Cops are way too overpowered nowadays, that's why everyone is comfortable being one. People talk about balancing when one side has way more advantages and incentives. No one will be a robber when 50% of the server are cops. It's pointless to play at that moment since cops have no one to arrest/kill and criminals don't even want to be criminals since 10 cops will hunt them down instantly.
