So, you go to your property and it shows an option if you can make that property into a drug lab or not and can start a drug business with it. (this is basically a enhancement to the already built weed system). You could supply that drug lab with weed seeds or however it's called what you buy from the drug dealers and with this you can make even more weed in a property.
