You were never assisting those other cops, which you're supposed to do as a police officer who just arrived at the bank area during bank robbery. After your friends were gone, you went on and started cuffing Sij, who is obviously not your teammate. You as a police officer letting a certain group of people exit the bank area with bags and arresting others is not allowed and is considered as teaming with criminals.
