Fishing license is bought once... and then it stay permanently.

My suggestion is to make fishing license expire at end of the week.
Player can buy it again at the bait shop again.

Recently, We have missed Easter Event... We all know MCNR Anniversary also coming.

My Suggestion is to add a Special Object Hunt Event like XMAS/Halloween/Easter... for 1 Week. And 2x Score/Cash.

Approved Suggestions / Special Vehicle Export on Sunday

On Sunday, Special Vehicle Export event, Server announces a Special Vehicle, which players have to find it and export it. The first one to export gets the prize.

Example:
[Special Export] Black Color Infernus is required to export. Export it and get $103,572.

Player have to search the vehicle first and export it. If color is mentioned then player can change vehicle color at fuel station and then deliver it.
Increase Wanted Level if cops nearby.

For Cops, Cops can stop player. If cop requisite the special vehicle then cops can take it to PD and impound it to get reward.

A New Special Hunt Based Trucking. Player have to search the lost cargo and deliver it to its delivery location.

Server will announce "A Truck met with an accident and cargo is lost somewhere near Field of weed.. Find it and deliver it".

The Objective: Retrieve and deliver the intact cargo from the accident-involved truck for a $115,541 (X) reward.

Server will give hint of Cargo location. Eg: Broken Planes(Verdant Meadows), Abandoned Cemetary(Castillo del Diablo), Field of Weed(Weed Farm In Flint Country), etc

Player Cash Transfer limit is 100k rn.
Increase it back to 500k like earlier it was before reset.

How about to give free vehicle slot for player?
So that a new Player can own upto 1 vehicle without any garage or house.

New Challenge Suggestion "Cone Crazy"
Its like Time Trial But Different Mode.

In Cone Crazy, Pass through the checkpoints without hitting any traffic cones.
Coundown start when player collect first checkpoint.
+10 Second Time On Collecting Checkpoint
-4 Second Time on hitting any traffic cone.

Challenge Failed Scenarios
- If player fails to all the checkpoints before time runs out.
- Hitting cones incurs a time penalty, and timer runs out.

Reward: Cash + Score + Time Bonus

We all played GTA Vice City. If you remember, there were Kill Rampage Challenges in GTA VC.
Here is a Video for Reference.

My suggestion is to add some Rampage Challenges Around San Andreas.

Rampage #1 (Destroy 10 boats/cars/helicopters in 2 minutes with a RPG)
Rampage #2 (Burn 30 gang members in 2 minutes with Molotovs)
Rampage #3 (Runover and kill 30 gang members in 2 minutes)
Rampage #4 (Kill 25 gang members in 2 minutes with a Combat Shotgun/Pump Action Shotgun)
Rampage #5 (Kill 10 gang members in 2 minutes with a Katana)
Rampage #6 (Kill 30 gang members in 2 minutes with a Chainsaw)
Rampage #7 (Kill 25 gang members in 2 minutes with a M4/AK-47)
Rampage #8 (Kill 20 gang members in 2 minutes with a Sniper)
Rampage #9 (Kill 25 gang members in 2 minutes with a Silence Pistol/Colt 45)

And Many More.

NPC's can be spawned as Gang Members for Rampage Challenge. Rampage Challenges should occur in a Virtual World.
Cash and Score Reward on completing challenge.
New Achievements set can be added for Rampage Challenges,
Doing Rampage challanges should also increase player weapon skills.

Rejected Suggestions / Toll Tax On Crossing City Borders

I got this idea from GTA IV
When A Player Cross City Borders or go from one city to another, My suggestion is that SA Govt. should deduct a Small amount of $500 or $1000 as Toll Tax.
The Tax should be valid for 24 game hours i.e a player has to pay Toll Tax once per in-game day.

Toll Plaza can be added to the roads, bridges connecting cities.
