Details		As you can see after the guy knocked me down he was most wanted on 1hp and his cop friends were just watching him and even let him go after i died. You can even see while i was driving to them they were waiting for me to attack so they could help him.

They didn't either attack you or him, there's no rule forces cops to do their job.
