The "player" in question is an admin and how are they supposed to anticipate the lag? Even if they somehow do, why should we gut their gameplay because you think its unfair? This is no League of Legends or CSGO or any sort of competitive title that gets updated regularly (as far as the mechanical side of things are concerned), but rather a very old game with TONS of issues and bugs where a few devs decided to gather and make a multiplayer out of. The situation at hand happens once in a millennia anyway as it's quite unusual. The stars would have to re-align for this to happen again...

Yes they do have some sort of authority but that's as far as their powers will go, and besides this change is definitely in our favor. If we grant a power like this to people who we genuinely believe will put it to good use, there will be less disruption across the board when staff is unavailable. We can either make it so every player online can vote on a person who these regular players want to kick (and trolling cant exactly occur in this case) or we can make it so once the votekick is initiated only other regular players can vote (a minimum of 3 need to be online).

No one said let him go however if the criminal is a non-threat warrant you are prohibited from opening fire on their body. What you should be doing instead, is trying to disable their vehicle which is rather easy when they are cruising on a bike. Aim for the tires, not the body - if they are a non-threat suspect that is. Should you be the one driving without any passengers, try to perform a lagpit or promptly exit the vehicle and attempt to bust the tire.

although I could lessen the chance of this by checking IPs, but if someone was really determined....
Add a role with this permission only relevant to players who are vetted by staff. If we give the green light for a certain player then they'll be granted such privilege and it goes without saying that abuse of this power results in retraction of said ability and/or disciplinary action. This would very easily counter people coming in spamming botted accounts just to kick players.

Attacking non-threat suspects is not allowed regardless of what your intentions were. The punishment is indeed harsh but you are no stranger to how the rules work since you've been around for quite a while and got one HELL of a rule-breaking history. Most of the times I'd go easy given the situation however factoring in everything I said that's enough for me to warrant such a harsh punishment.
Please note that this 1 instance where you were reported is actually what warranted the stage 3 PSO, there aren't 3 separate complaints. Quite frankly, I was considering a job ban but I think that would be way too harsh so next time try to be mindful of our rules.

Agreed with mido, we need to add a regular player role pertaining to ones experience and status within the server and only these very people would have the ability to use /votekick. Once vetted by the staff, only thing they'll be granted is the usage of said command. Worth nothing that these players wouldn't be part of staff and they won't have any responsibilities aside from kicking disruptive players or cheaters until a staff member is available to take care of the situation at hand. Abuse of such power is subject to rescission from this role.

As mentioned before, your evidence is nowhere near adequate to make your complaints considerable. The chatlog could very easily be fabricated and all it really gives us is "your word against his" type of situation. Since you're a new player I'd suggest giving my guide a read as it should give you an idea of what we consider acceptable proof for any given situation.

Not cheating, sometimes when you run people over they collide with the nearest building and fall out of the map and as I understand it the server attempts rescue the player by teleporting them on the surface somewhere nearby. Has happened to me a few times as well.
