Fixed Bugs / Job vehicles returning to garage automatically

As you can see in video, when i spawn a job vehicle it returns to garage automatically. And it keeps returning

Details		I was a MW and we were fighting with cops. That guy Mat_Epai was a fireman and came to us and started shooting directly. We never shot him.

Denied Complaints / Cop is protecting his MW crew friend

Details		I was a cop and fighting with [wT]Don. While we were fighting [WT]Wasssaby (COP) was behind me and he rammed me to protect his MW crew friend. Then he went away with his car and didn't even attempt to arrest the most wanted. Check Wassaby's actions to see that he never attacked the criminals, and only rammed me, which means this couldn't have been an accident.
