Implemented Suggestions / Restrict vehicle repair kits on rustler/seasparrow

As the it is currently, it's being abused by people.
Your sparrow/rustler is about to blow up, just use vehicle repair kit mid air and your vehicle will be full health again. It costs like barely anything and you just can keep refilling your vehicle health non-stop, but all you got to do for that is visit gas station to refill your kits.
To balance this out:
a) Remove the ability to fix your vehicle on airborne.
b) Limit cooldown of its useage every 5-10 minutes.
c) Add it to ground vehicles so can they refill their vehicle hp at full speed just like those no brainers in their seasparrows.
Should solve the issue.
