Server overview and features

Introduction
Mike's Cops and Robbers aims to recreate the classic GTA experience of cops chasing criminals into a multiplayer environment. While it is by far not the first to do this, there are many things which make MCNR a great server to play on and you are guaranteed to have fun.

A little bit of history
Mike's Cops and Robbers has been in development for almost a decade. It started off as a small project as mine to practise and improve my coding abilities, however grew into a more serious project that I wanted to finish. Development has always been very slow as I am the sole developer and don't have as much time as I would like to spend developing. The project was shelved twice with long months and even years with no development. Slowly but surely I kept at it and have finally reached the stage where I can share my project with others.

10 reasons to play SA-MP and MCNR over GTA Online
GTA Online is without a doubt a great game. MCNR is similar to GTA Online in many ways, however we feel the following reasons make SA-MP and MCNR just as much fun if not more:
  • Less grinding, more fun
  • More solo ways to play and earn cash
  • Relive the nostalgia of GTA: San Andreas
  • Cheaper to buy, free to play
  • Lower computer requirements
  • Good anti-cheat and admins actively monitor the server
  • Bans can be appealed
  • Better community
  • Developers listen to feedback
  • No loading screens

Also remember that playing the role of a cop has never been possible in GTA single player games or GTA online.

New Players
New players are first introduced to the world of San Andreas, its three cities and what they have to offer. An introduction tutorial is shown at the start of the game which will cover all the main features of the server and how they work. It is highly advisable that players watch this, however it can be skipped.

Account Registration
Account registration is not compulsory, and player account information will be saved whether they are registered with a password or not, provider they join again using the same name. However, not registering an account with a password means anyone can play on your account. You can register your name in-game by typing /register.

Score and XP
Players have score and a level, and also job ranks. Player score is gained through various means, for example finding a hidden collectable, killing a player with a bounty or winning a race. Essentially playing the game will allow you to gain points. After you earn so many points, your level will increase, and you will unlock new skins, vehicles, weapons and more.

XP is given in certain jobs when job duties are performed (e.g. a cop arresting someone or a medic reviving someone). Ranking up gives access to more features and lowers restrictions. For example, cops can place more roadblock objects and medics have a higher chance of successfully reviving victim.

Jobs

Police / Law Enforcement
The most important role for a player to undertake in this server is that of an officer of the law. San Andreas is riddled with problems from gang crime and petty theft to organised mafia gangs and major casino heists. It is up to the San Andreas police forces to protect and serve its citizens by bringing the criminals to justice.

You can become a police officer by visiting any police department reception as long as your player level is 10 or higher.

Paramedic
Paramedics are the lifeline for the residents of San Andreas. There's never a shortage of gunshots wounds and a broken bones, so you'd better stock up on medical supplies!

You can become a paramedic at any hospital providing your player level is 5 or higher.

Firefighter
With all the chaos that ensues in San Andreas, someone's got to douse the flames. Put your fire extinguisher to use and stop the flames spreading around the city faster than herpes as a firefighter.

You can become a firefighter at any fire station providing your player level is 5 or higher.

Mechanic
Vehicle crime is at an all time high in San Andreas, and nobody realises this more than those poor mechanics. How many vehicles did you trash on the way to the store, seven? Someone's got to fix them.

You can become a mechanic at any gas station or garage providing your player level is 5 or higher.

Prostitute
When the cops and criminals wind down for the night, someone needs to take care of their needs, why not you? Become a lady of the night at any sex shop and spread those STDs all over the state.

Taxi Driver
What better way for an upstanding citizen of San Andreas to make some steady cash than by taking in the scenery and meeting the wonderful people of San Andreas? Become a Taxi Driver by entering any Taxi and you can find out how it feels to spend all day sat 3 feet away from last night's drunken throw-up still festering on the back seats. Or better yet, meet some real weirdos that'll make you really rethink your life choices and go rob a bank instead.

Crime, Arrests and Jail
Criminality is the core of this server and GTA itself, and while some may choose the quiet life of earning legitimate cash through legal means, others want to take shortcuts and get it all now. From pickpocketing to bank robberies, bounty hunting and drug smuggling, and all the chaos in between, there are plenty of opportunities for criminals to get rich quick.

A player's wanted level is shown as 6 stars at the top of the screen. The more stars that are highlighted, the more trouble you're in and the more force the cops can use against you. These are also coloured to represent three levels of wanted level: level 1 will result in a ticket (yellow), levels 2 through 5 an arrest (orange), and at level 6 (red) the cops are authorised to use lethal force to bring you in by any means necessary. Oh and if you're most wanted, you'd better watch your back, because the bounty hunters of San Andreas will also have you in their sights.

Vehicles and properties
Properties have two purposes in San Andreas. The first is practicality; you can sleep there, eat there and store your guns, cash, drugs and other items there. Then there's the ability to show off.

Achievements
Everyone needs a trophy cabinet, and why not fill it with the bodies of your fellow San Andreans? There are many achievements that can be unlocked through playing the game which will reward you with cash and score.

Player Donations
Our server is entirely reliant on player donations to keep running. If we do not receive enough donations, we will be unable to pay for server/website costs. Player donations are extremely important to us, and because of this, donating players will receive appreciation bonuses in-game. For more information on that and how to donate, please see the topic on donations in this board.

Information / Forum Rules and Guidelines
« on: April 19, 2015, 04:33:44 am »

Forum Rules

To keep the MCNR community a friendly and welcoming place, we need everyone to behave nice and be friendly.

To this effect, please find the forum rules detailed below.

No illegal content
Absolutely NO illegal content is to be posted on this forum. This includes illegal torrents, warez, cracks, viruses/malware etc.

No adult content
Pornography (of any kind) or links to any other websites which host/link to such content is strictly forbidden.

It is also forbidden to post images, or have avatars/signatures, that contain sexually, sexually suggestive, or adult/inappropriate content within them. This includes text with sexual themes or suggestive wording.

Also, let’s refrain from discussions of a sexual or suggestively sexual nature. We don’t want to hear about how much you love tits or how many women you’ve (not) slept with. While the Prostitute feature in the server is close to overly-sexual it is a fundamental part of GTA and therefore is an exception.

No controversial or provocative content
Do not post controversial or provocative content. This includes posts about religion, politics and the such. If you want to discuss those things, please do it elsewhere as it's just going to cause problems.

No discrimination, harassment, abuse or hate speech
We have a zero tolerance policy on any type of discrimination, including racism, sexism and homophobia. Please take it elsewhere.

Harassing other players or staff creates a hostile environment, which isn't a happy place. Do not harass players/staff. Abuse and 'hate speech' are included in this rule.

English only
While we do not discriminate between those who speak English and those who do not, this forum is largely English. If many foreign players start posting on the forums, a language-specific board may be created for them, if requested.

Avatar and signature rules
- No distracting GIFs: Moving/flashing GIFs are extremely annoying when trying to read forum posts. They are not to be used in signatures or as avatars unless the animation is very minor and will not distract someone when reading your post. Use my avatar as an example. It has minor movement which is not distracting from the rest of the page. Anything more is disallowed. Staff discretion.
- Signatures can only be 350 pixels high. Anything more will add a scrollbar. Try to avoid this. Unfortunately [img] tags' width= and height= attributes are broken, so please resize your images (use paint, Google how...).

Be kind
Put simply, treat other people how you would want to be treated. Don’t cause trouble, insult people, cause drama and so on. We want this community to be welcoming.

Do not post in complaint/appeal topics unless you are contributing
If you do not have something relevant to add to a discussion, or in the case of player complaints, you were NOT directly involved or a witness, please do not reply.

Thank you for reading, and please ensure you follow all these rules AT ALL TIMES to give everyone a better experience. Thanks.

Moderator Recruitment

To ensure the server runs as smoothly as possible, we need a strong team of reliable, trustworthy, competent, friendly and helpful moderators and admins. The reputation of the server lies partly with the staff that run it and therefore we are going to be very strict as to the players we allow to be staff on the server.

Requirements
In order to even apply for a staff position, you MUST meet all of the following requirements:

Exemptions: A couple of the requirements are more guidelines than strict requirements, speak to management for the possibility of an exemption from certain requirements.

Moderator applications must be submitted through Google Forms:
https://goo.gl/forms/CcoevXUNZh1oBdWR2

Do not ask about the status of your application
If your application is rejected we probably won’t be in touch to let you know this. We get a lot of applications, and replying to each individual one is not feasible. In addition to this, sometimes we don't explicitly 'reject' or 'accept' an application, but rather archive it to be considered later. Even applications from months before can be reconsidered if the player becomes more active for example. Pestering management (especially myself) about applications is a sure-fire way to get it automatically rejected.

If your application is accepted, you will start a week of supervised probation (every action monitored and scrutinised) and then a further 3 weeks of unsupervised probation (any incidents will result in instant dismissal).

You will start off as a server moderator. Moderators are not full-rank administrators and have restricted powers. Their role is to monitor the server and its players and warn/kick players, however, punishments such as long-term banning are restricted to admins and management. Moderators should report serious offenders to higher ranking staff for them to deal with. Moderators also play an important role in assisting new players with any queries or issues they may have.

Going forwards, moderators with at least 3 months of experience may be promoted to become part of the admin team. Admins are similar to moderators in that their role is to monitor and protect the server from misbehaving players, however, they have more power than moderators as they can long-term ban players from the server. They are also responsible for training and monitoring moderators and beta testers.

The management team help review admin applications and help to run the server in conjunction with the owners/operators.

We are also hiring testers, please see below for details.

Ban/infraction appeal guidelines

Please read this entire guide CAREFULLY before posting a ban appeal. Failure to follow these guidelines will simply result in appeals being denied.

You may only appeal a ban or infraction if they were wrongfully or unfairly issued.
Please do not submit an appeal if you are guilty but you are 'sorry'. Valid bans and infractions are final and will not be lifted.
If you feel a ban/infraction is too harsh for the offense(s) you may appeal for your ban/infraction to be reduced.

Ban appeals can be accepted by the member of staff that issued the ban/infraction.
Otherwise, ban and infraction appeals will be reviewed by a member of staff that is at least one rank higher than the member of staff that issued the ban/infraction.

Here's a flow chart to make things (hopefully) simple:

NOTE: If you see a message in the SA-MP chat stating 'You are banned from this server.' and nothing else on-screen, this is a bug and you should attempt to reconnect. Server ban information will be displayed center-screen in a dialog box.

To submit an appeal, you must supply the following information:
- Relevant topic title - not just ‘My ban appeal’. Summarise. E.g ‘Banned by anticheat for code 69’.
- In-game name
- Explanation: Why were you banned/infracted? What happened? Why are you innocent?
- Evidence: Provide evidence where possible/applicable that you are innocent.
- Ban/infraction message: Show the message that shows your ban or infraction details.

Relevant title
Please use a relevant title for your topic, not ‘My appeal’ or 'UNBAN ME PLZZZ'. Include your name and/or what happened. This will not affect your appeal outcome, however it is desirable that you do this.

Examples of relevant titles:
- Banned by anticheat for code 6
- Banned by admin for cheating
- Banned for ban evasion
- Infracted for RDM

Explanation
Your plea should explain what happened and why you think the ban or infraction was unfair. Once again, you CANNOT appeal a ban that was fairly issued and you are guilty. You can only appeal a ban if it was wrongly-issued and you are innocent. Apologising will NOT get you unbanned any earlier. Evading the ban will result in an indefinite ban.

Evidence
If evidence would help your case, please include it. For example, images of an admin banning you after you told them to 'shut up' or something that didn't warrant a ban. The admin that banned you may be asked internally to provide evidence of your rule breaking however this does not always get made public.

Posting a screenshot of your GTA folder is NOT proof of anything. Anyone can edit the contents of a folder..

To help you out please copy this entire form and then replace YOUR_TEXT_HERE with your text. Do not alter any other part of the form - replace YOUR_TEXT_HERE with your text only.

Code: [Select]
[table]
[tr][td]Ban ID (if applicable)[/td][td]YOUR_TEXT_HERE[/td][/tr]
[tr][td]Your in-game name[/td][td]YOUR_TEXT_HERE[/td][/tr]
[tr][td]Ban or infraction appeal?[/td][td]YOUR_TEXT_HERE[/td][/tr]
[tr][td]Date and time of ban/infraction including timezone[/td][td]YOUR_TEXT_HERE[/td][/tr]
[tr][td]Ban/infraction reason and details[/td][td]YOUR_TEXT_HERE[/td][/tr]
[tr][td]Why was this ban/infraction wrongfully issued?[/td][td]YOUR_TEXT_HERE[/td][/tr]
[tr][td]What was the situation which lead to this wrongful ban/infraction? What was happening?[/td][td]YOUR_TEXT_HERE[/td][/tr]
[tr][td]Any witnesses that can vouch for you?[/td][td]YOUR_TEXT_HERE[/td][/tr]
[tr][td]Any more information to provide?[/td][td]YOUR_TEXT_HERE[/td][/tr]
[/table]

Please post the ban message as a screenshot in an attachment.

An incomplete or inaccurate form will lead to automatic denial of your appeal.

We keep detailed logs of most actions on the server, and we know the date and time of your ban or infraction. We will use this information to further investigate the circumstances leading up to your ban or infraction  to determine whether it was legitimate or not.

Please only post ONE appeal, and do not bump it. We review every appeal, but may not reply until a decision is made. We aim to reply within 24 to 48 hours of an appeal being posted. Do not harass staff after posting an appeal unless it has been 48 hours without a response. See the above flowchart for who to contact and when.

In some instances we may reduce the length of your ban rather than lifting it or reduce the number of infraction points given. This is left to the discretion of staff.

Anyone caught evading a ban will be permanently banned with no right to appeal.

Do not reply to other player's unban appeal unless you have any useful information to add to the topic.

Suggestions Guidelines

Thank you for your interest in submitting a suggestion. We highly value all player feedback and strive to make the server better with every update.

Before submitting a suggestion, please take a look at the points below to ensure your suggestion will not be rejected.

Check Existing Features/Suggestions
Make sure you use the forum search function to check if your suggestion has already been submitted by someone else.
Also, it may seem quite obvious to most, but please ensure features aren't already implemented on the server before suggesting them.

Planned Features
There are many planned features to be added in the future. These will gradually be implemented in updates to ensure there is always something new to do. Please do not post suggestions for things already planned to be added.

- Illegal street racing: A scheduled illegal street race event will occur weekly. Ranking top 3 in this race will yield rewards including cash and score.
- Stadium events: Many stadium-based events are planned, including Sumo, Kickstart, Bloodbowl, Monster Derby, 8-track Racing and Dirtbike racing.
- Other upcoming events include: BASE Jumping, Deathmatch and Team Deathmatch.
- Many new missions and activities, including: News reporter (Journalist), lawn mowing, golf caddy, combine harvest, commercial pilot, cargo pilot and many more.
- Casino heists: To advance on from the bank robbery, players will be able to rob casinos and other high-value establishments such as hotels in teams to make some high-risk high-payout cash.
- Planes, buses and trams: Currently public transport is limited to trains, however buses (inner and outer city and also between cities), planes (between cities) and trams (around San Fierro) will be added one day.
- Co-op mission support: Many missions have the potential to be co-cooperatively played by multiple players. This functionality will be implemented in the future just like Securicar, for example for Trashmaster.
- More job events: There are currently over 10 different random job events for all jobs. More will keep being added to ensure players always have something to do.
- Property features: Health refill, armor storage, inventory item storage, wardrobe for changing clothes/skin, eating and sleeping.
- Property renting: Players will be able to rent out their property to other players. These players will benefit from some of the things owning a property gains you, such as vehicle storage and a spawn point.
- Arms dealer: An arms dealer role will be added in the future and allow players to sell wholesale guns to other players.

Be Clear and Concise
Please ensure we can easily understand your suggestion and how it would function. If we have to have ask you to clarify things or elaborate on ideas then it takes more time.
Also, keep your suggestion short. It's got more chance of being reviewed in depth if it's not 1000 words long. Get to the point, summarise, don't go overboard on detail unless it's relevant.

One Suggestion Per Topic
Please only suggest one thing in a topic. If there are two closely-related suggestions (e.g. add a crowbar and add a rack in garages to hang it and other things up) then they could be in the same suggestion as they are part of the same feature set. But don't suggest two completely unrelated things in a single topic, as it makes it impossible to categorise.

Re-posting and Spam
Don't post suggestions that have been rejected before. Use the forum search function to search for your suggestion before posting. If a suggestion was already rejected, it was for a reason. Posting the suggestion again isn't going to magically result in it not being rejected again.

If a suggestion has been accepted but not yet implemented, please don't suggest it again. We are either discussing its implementation or working on implementing it. While we may give a projected release version/date for suggestions, these are heavily subject to change and aren't guaranteed.

NOTE: Approved suggestion s are subject to change or reversal. They are not final decisions.

Commonly rejected suggestions
The following suggestions are commonly suggested but will never be implemented:
- Anything overly sexual or violent. The game is rated 18 but we all know there's 12 year olds playing this game (or probably younger).
- Anything nasty/vulgar (e.g. rape).
- Overly RP features. This is not an RP server.
- Anything which encourages DMing or other rule-breaking.
- Unoriginal ideas or features clearly copied from other servers.
- Anything too unrealistic or improbable. It's a game, but we want to maintain a sense of realism.
- Anything technically impossible. SA-MP is very limited. If your suggestion sounds impossible to implement, it likely is. Maybe do some research about what's possible or ask staff?
- Anything which promotes hate, discrimination, acts of terror etc.
- Anything which defames or harms in any way, any person, group or organisation, including other servers
- Anything which is religious or political
- Anything too offensive
- Anything which makes light/fun of serious world events
- Removal of features that have purposefully been put there for a reason, such as the disabling of front-facing drive-by shooting on motorbikes or reloading animations
- Decreasing jail time, making it so you don't get jailed after death etc. or removing/reducing monetary penalties for jail/death
- Mobile phone feature: it's unoriginal, doesn't fit the 1992 setting, and the Interaction Menu already exists

Feature Removal
Features such as screen fading, anti-cbug, anti-quickreload, anti-slidebug, swaying camera etc. are added for a reason. Unless a majority of the community voices concerns and wants a feature removed, they will stay.

Feasibility and Worth
It would be nice if I had an infinite amount of time to add every little suggestion, however unfortunately I don't, and I can only add a small portion of suggestions. No matter how much I want to add them all, I simply don't have the time or resources. I have to be very selective.

Thank you for reading these guidelines and for your feedback.

Bug Reports / INSTRUCTIONS - READ BEFORE POSTING
« on: April 16, 2015, 02:50:01 pm »

Bug Reporting

As with all software, MCNR is not immune to bugs and glitches.

Bugs can range from minor typos and visual issues, right up to to major issues that result in data/progress loss or issues that can be exploited by players.

We have a three-tier system for detecting issues:
- Tier 1: Developers detect issues during development.
- Tier 2: Testers detect issues during testing before public release.
- Tier 3: Players detect and report issues on the public server.

While most issues are caught in tier 1 and 2, issues do unfortunately sometimes make it to the public server without being caught, and that's when we rely on players to assist us by reporting the issues, so that testers can investigate and developers can resolve.

This forum section exists to allow players to report bugs and issues in detail so that we can investigate and resolve them promptly. Our team of testers and developers regularly monitor this section for new issues and will communicate the status of an issue as soon as possible and catalog/triage it.

Topic Title
The topic title should summarise the issue clearly and concisely, in a few words.
Bad titles:
- bug
- Bug with Mechanic
- I had an error
- Typo

Good titles:
- Animation does not play when using ATM
- Mechanic gets stuck when repairing an engine
- 'Account not found' error when submitting a name change request
- Typo (Decatholn) when joining Decathlon

None of the above bad titles describe issues. They just state there is an issue. We know that. We know what section this is.

Topic Body
It is important that bug reports contain as much information as is relevant.

Some of the things we may need to know include:

- What was the script version? Type /version and include the version AND build number in your bug report.

- Your in-game name (we may credit bug reporters with in-game cash if it's a major or exploitable issue)
- What happened? Please give as many details as you can. Even if you think it's irrelevant it might be just the piece of information we need to pin point the issue.
    - Where were you?
    - What were you doing?
    - Did you have some sort of special circumstances happening at the time?
- Is this a reoccurring issue? Has it happened to you or others before?
- Please provide steps for us to reproduce the issue ourselves, if possible.
- Images and videos help a LOT. Press F8 in-game to take a screenshot and upload it here for us to see the issue for ourselves. Please crop/resize large images.
- Date and time of incident if known

These may not all be relevant to the issue you are reporting. Please just try to include as many details as you can that are relevant. If we need to know more we will ask.

Please do not copy the above list into your post. They are guidelines. This is not a ‘form’. Write your post as normal but include the above information when relevant only.

Once your bug report has been posted, testers and developers will review them, test them, and then update the topic with our findings and plans. The bug report topic will be moved to a relevant sub-forum such as 'Confirmed' or 'Fixed'. Users can discuss bugs with each other if so chosen. Other people may be able to provide further details or images for example.

If your bug report is valid, we may reward you with some cash in-game as a sign of gratitude. Thank you for helping us to make this server even better. Your contribution is very valuable to us.

In-game bug reporting
Bugs and issues can be reported in-game using the /bug command, however more complex issues or those that would benefit from screenshot or videos should be posted here on the forums.

Thank you

Updates and Changelogs / Versioning System

Version system

Script versions are represented by the following format: X.Y.Z R RC

X: Core Version
The core version will only change with drastic changes to the core features of the server.

Y: Major version
A major update is categorised by having various new features and improvements and many bug fixes.

Z: Minor version
A minor version update will generally consist of mainly bug fixes with a couple of new features and improvements.

R: Revision
A revision is the smallest of version updates and is generally to fix something in the latest update or add something which was mistakenly left out.

RC: Release Candidate
This is only used internally. Each release has multiple iterations that go through testing. The RC number denotes said iteration.

Build
Build numbers are no longer shown in the version, but can be seen in /version in-game and in /info on Discord.
Build numbers refer to the final GitHub commit for the version.

A build number is an internal version tracking system. A build is an iteration of a version. Each version goes through many builds in development until it is at a stage in which it is ready for live use.

Example
Below is an example of potential versions.

- The first script version is 1.0.
- Version 1.0.1 is released with bug fixes.
- After some time, 1.1 is released with many new features.
- A day later a major bug is fixed, and 1.1.1 is released.
- A tiny little fix is made in 1.1.1, and isn't really enough to call it 1.1.2, so it becomes 1.1.1 R1.
- Some time after, version 1.2 is released with more features.
- After a while, we are ready to jump to version 2.0, which will be a massive update.
- and so on..

NOTE: Topics in this section will be locked once no longer the latest version to preserve the chronological order of topics (as new replies move topics to the top).

I hope you now understand how this server's versioning system works. We look forward to bringing you many fun updates! Thank you.
