Rejected Suggestions / Separate shooting ranges for each weapon genre.

It's so easy to farm the shooting range with a shotgun and so hard with a pistol.
Every weapon genre should have it's own separate shooting range because:
You wouldn't be training tap shooting with an automatic rifle/smg,
it's way too stressful with the deagle because it's hard to aim it exactly at the moving target spot and it's pretty inaccurate with long shots.
For the shotgun there should be 6 targets close to eachother and you would have to hit all of them with 1 shot.
The sniper should have something like 1 shot targets popping out and you would have to get as many as you can in x amount of seconds.
And so on.

Rejected Suggestions / Sniper aiming is unrealistic.

You should be 100% accurate with the sniper at Gangster level and faster reloading at Professional.
(EDIT: What I mean is that it's unrealistic at how unsteady the player is when aiming with a sniper)

Approved Suggestions / Police should be able to force cuffed suspects into their vehicle.

When you cuff someone you should be able to force him into the car instead of yelling at him to get in.
