Headshot effect shouldn't be removed. Instead, add a helmet feature that protects your head from getting headshot (once or twice) for only $300/$600.

Today, me friend and I were playing together when a suspicious looking player, most likely a hacker popped in front of us at El Quabadros Ammunation.

This is my character before I went to El Quabadros Ammunation to refill my armour.

Since my friend was inside and I was in the car, I thought he was inside ammunation. He ran away but I shot him(for the same reason people shoot at each other on Mike's CnR).

You killed me because you thought I killed your friend but there were no kill log messages. And your next reason is that you thought I shot your friend and he's in injury state but there were no messages saying like this . . .

To me, this looks like you have a big grudge against me and trying to tie it up in a report about something I did, which I didn't do. All I can see from the screens is that you took a few screens of me when I'm leaving the server. Which I did often because my screen turns black oftenly.  There aren't even proof of vehicles that I drove if I were there. Your evidence is not strong and your story is very poor.
