Set a level wanted for who pick up the dropped money from the securicar

As the title suggests, today while I was driving the securicar I hit someone and it exploded, someone came and took all the money without getting wanted so I suggest to make a robbery crime with a level wanted.

why? it's not a robbery. and after securicar dissapears, there is no way to learn where those money came from

Not bad at all but should only give you a wanted level when police is nearby. If else then nothing should happen.
