It's entirely possible there is an explanation for this. Perhaps that part of the road has a collision issue and it makes your bike do that. Unless it was a repeated thing I don't want to chance punishing an innocent player.

Or perhaps he have a poorly built nrg500.dff that makes it jump (still a possibility though).

 Why I should waste my time explaining where I was, what he was doing, etc.. if the video is showing what he was doing? You can see the location as well bellow the radar.

 He jumped with the motorcycle twice (0:06, 0:12), that's why I reported him.

Good for the experience I have in SA-MP (9 years old thing) this 1st jump is practically impossible if you have not used any type of hack...
Laag or mod has different actions... that was really a jump hack/mod...

Tbh even if this was proven to be cheats it’s not exactly that major. He only jumped 2 feet.
