Okay, not sure if this still persists.
If you have already purchased a lottery ticket and then try to purchase one again in the Bait Shop menu dialog, it will tell you that you have already purchased a ticket, close the dialog and your camera will be stuck in place, you can however walk out of the shop to fix this.
