Details:

I spawned in jail after being killed by a group of cops and I was simply talking in the chat waiting for my jail time to be over when all of a sudden a cop accepts a 2k bribe which i never offered to him.

Nope. I just opened the player list, scrolled down and up before closing it again using TAB.

i have tried to replicate this a few times, and tried to understand what happened there so far my best guess is that this was a desync issue. so far you've been the only one to have reported this bug so for now we need to get more details to this bug to conclude this bug report. So best thing we can do is wait until someone else reports it.
