'Y' to interact with prisoners but outside PD

Is this a bug?
I went inside LVPD to takedown a mostwanted suspect, asked for some br's etc etc.
Then i was trying to send some money to a friend, pressing Y. And now as you see even outside PD, this was popping up.

Bottom line, i went near the prisoners and left in just a minute. Tried pressing Y to send money, but it glitched into that (Press Y to interact to the prisoners). Another evidence/photos/recordings cannot provide, my apologies.

I think it is one time glitch, hasn't happened anymore from that time. Some kind of sync perhaps.
