Medics/ Firefighters can't steal supply drops of civilians

Medics don't get a wanted level on stealing a drop. But civilians do get a wanted level on stealing drops. That's pretty unfair IMO.
Besides why a medic should steal a drop? They are a part of the public service just like cops.
