That's completely false. Your IP address depends on your Internet provider, your country, and your city. It's pretty much unique on the Internet at a given point in time.
Some risk comes with providers that don't give you a static IP, but a dynamic one, so every time you restart your router you lose the old one, which might be assigned to someone else. But how likely is it that your old IP gets assigned to someone else who also plays MCNR, and also knows that you were using that IP before, and also knows that you turned the auto-login feature on?
The biggest risk would be someone in your house who also plays MCNR, like your siblings, but that's why I said the system would use IP+GPCI.

GPCI (a.k.a "PC ID", or better "Client ID") is a SA-MP string, possibly an MD5 hash, based on the install path of GTA:SA and the currently logged in Windows user. It's not globally unique, however, it's very, very unlikely that someone that's part of your home network, also has the same Client ID.
Even if the attacker (99% chance it's your younger brother trying to make you say awkward stuff in chat) has your same IP address, he cannot auto-login into your account if he is not also logged into your Windows account on your computer if the system also combines the IP with the Client ID.
Another concern might be players who play from Internet cafes, but in that case, it would be their fault if they were dumb enough to enable the auto-login setting...
Then whats the point of the cool login screen with npc cops chasing npc suspects?
The screen could still be shown for a few seconds even without the login prompt.
