Cops are just attacking any criminal they see (even non-threat)

This happened too many times yesterday. They just see a 2 to 6 star criminal and start shooting. They never check /crimes (id) before killing them. This might not affect them until we are reporting but we are still getting jailed whenever we are killed as a non-threat or unarmed suspect and that's too irritating.
More cops did this but unfortunately I did not record all. I have added a recording when 3 cops were shooting at me just for not paying fine. They were :- YURI.XMT, mmad_lasburuk and Eric_XO13
