Reduce cooldown for /complain

Hello,

I'd like to make a suggestion regarding to using the command /complain. It's cooldown right now is more than 1 minute and I think that's too long, because if you want to make multiple complaints at a time, it will take you alot more time than it would if the command's cooldown would be reduced. I think the perfect cooldown would be 5-15 seconds.

Yeah I was thinking this before, it should be a cooldown per-player.
