i think he doing that for self defence..when u got robbed, the player will shoot you and the robber need to shoot back for self defence.

Self defence? He is not even getting attacket, that is DM

In the first picture it is showing that you are aiming at the_first_avenger so it put his life in danger and he is allowed to shoot you for self defense.  Even if he is the one started shooting you first he still did not break any rules because he became orange by robbing you and you could have arrested him. Arrestable players are allowed to kill cops so they wont go to jail or for self defense. Case dismissed.
