if a yellow card criminal asked for a ticket he will just have 9 second to respond if he kept ignoring and trying to escape after 9 seconds he will turned to a orange card criminal because in the currently rule the criminal have a big opportunity to take out the cop quickly

Anyway if you dont wanna get kill

One thing to do after asking him/her to pay just only take your /taz. And wait him to make any suspect move and just ......

It already makes you an orange suspect if you don't pay your ticket. I believe it gives you 2 minutes. Plenty of time. If a yellow suspect attacks a cop they instantly turn orange so cops are more than capable of defending themselves.

Press "2" in your vehicle while in pursuit will ask them to "pull over",if they didn't stop after 2minutes ,they will get the second star too.
