The screenshot you just provided is when your not satisfied with an in-game report's outcomes, it means your report was suddenly denied but you have the actual evidence required to get that player in question punished.

Player's punishment is the staffs duty and kept among other staff members (not public).

You don't choose who deals with your reports either, If you are unsatisfied you may DM a manager, If you make any reports without following format I'll deny it even if it's valid because I won't be even looking into it.
