My suggestion:

Parked cars should be better distributed throughout the cities, for example in juniper hill, San Fierro,almost all the cars in SF are Parked there and in doherty two or three.

Only so many vehicles can appear in an area, or the game crashes. The limit is really low sometimes. I've gone with a very cautious approach. My rule is that in the inner cities there should always be 2 or 3 vehicles visible on your radar (the small grey blips) at any time. I think that's generally achieved. Of course people might take them and they take 10 minutes to respawn...
