Question regarding bounty hunter

So when I played for some time today I got randomly hit by a bounty (apparently he needed to do his Daily Missions or something).
Later the guy that set the bounty on me also was the hunter.
Now here is my qeustion A) can you randomly place a bounty on someone else (Never met the person ingame before, didn't steal / destroy or shoot him or anything else) ?
B) why is the bounty placer allowed to collect his own placed bounty? Shouldn't someone else "do the work" for the placer ?

Almost like a cop makes some innocent civilian criminal so he has something todo. Doesn't really makse sense, atleast to me.

I think it's unfair if someone would placed a bounty on you for no valid reason. Thus if you have a bounty placed on you the guy who placed a bounty on you is the one who killed you. Definitely UNFAIR

placing a bounty without a reason is definitely forbidden.
If someone places a bounty on you just to kill you, and to make it look like it's not rdm, it's definitely RDM. If you experience something like this, please record it and make a complaint.
