Easier way to place a bounty.

A bounty can be very useful for someone if he wants somebody dead or take a revenge. right now I bet most people are too lazy to look for a phone to place it, so I think a command like /placebounty  will not just make it easier, but it also bring another type of action for civilians, except bank robbery.

it doesn't make sense, there are pay phones almost everywhere in the map
just use /gps phone and imagine your on your way to seek revenge.
it isn't that hard tho
