c4 are really buggy, sometimes they damage people and sometimes they dont. if there were a fix for that, they would be actually useful

Plant them on your copfriend and use it as kamikadze/shahid (your friend won't be damaged due to anti-team-kill, but your enemies will die, so much fun)
Range can't be increase bth, it's hardcoded gta-sa thing

Not possible to alter satchel charges in any way. Not got plans to add server-sided explosives as there’s no need.
