This is abusing the script since cops cannot damage an innocent player's vehicle nor can they pop the car's tires using spike strips. Moreover, action logs will not log when a player gets on top of a player's car and cop rules forbids cops from damaging an innocent player's car. Therefore, there's no possible way for cops to apprehend the criminal on top of the car unless they're very careful not to damage the innocent player's car. Finally, this can also open up situations were players can falsely report cops for damaging their car while being innocent even though they're driving a criminal around on top of their car.
Will all this, you, as an innocent player, should not drive around a criminal on top of your car unless you have a wanted level yourself. Players found doing this should be warned for the first offense, and repeated offenders should be infracted and punished accordingly.
