Roppers must have ability to call some important man like police chief to earse all stars from pay phone

Roppers must unable to attack cops while on white

Cops should be able to shot yello suspect  wheel if they run and did not stop

cops must be unable to attack roppers if roppers unarmed  by unarmed that mean they do not have any weapon in bag not to switch to fist and also to avid bug must be shooting weapons

1. Already suggested.
2. No. It's a crime to attack a cop. It doesn't need disabling.
3. You can use spike strips. You shouldn't use lethal weapons against someone who only has a ticket..
4. Cops are already informed when a suspect is unarmed.
