This issue has been persisting way back since I joined MCNR and till now it's not balanced as it should be. Earlier the issue was about cops being paid very less but it was fixed after multiple posts and suggestions contributed by Alex184 and others.  It remained balanced for a while but again some weird updates came up and this issue started again.

As most people have already said in the past few weeks, cops are having much more advantages as compared to criminals and that wouldn't have been an issue either only if the economy was not so messed up. I am still wondering what would have been the reason behind making weapons so expensive for criminals while cops are still buying them at the same cost as earlier.

Then comes the Army vehicle issue which basically started because of Alex abusing 2k health in seasparrow when Vehicle armors were first introduced here. But it was fixed later and seasparrow health was limited to 500hp which I think is perfectly balanced. Yet people complain about it being overpowered but it's just that they haven't really seen worse.

After the Revenge Rule was updated, it became impossible to stay alive for more than a minute if you did not notice and mistakenly shot a car with 4 criminals in it. All four players would be allowed to take their revenge until all of them have killed you atleast once. This issue was mostly complained about by cops ( @Kittycatmur ) and to be honest it's the biggest issue MCNR has.  Most of the rules of MCNR are not clarified enough and they are always controversial.

These were the three main issues I personally found, that have degraded the quality of MCNR. There are numerous more issues that have already been mentioned by others and all of them are expected to be fixed in the upcoming updates.

So here are the possible solutions -
1. Increase criminal payouts, by either increasing  Bank Heist money or adding another way for people to earn a handsome amount (above 20k). Securicar mission is the only way to do so right now but it can be done by only one person at a time so this update is needed the most.
2.  Even though the Seasparrow is pretty much balanced, people are still complaining about it being overpowered. So just try to fix its fuel tank/ one shot destruction thing which is much difficult as compared to a Maverick.
3.  Bring back the old revenge rule where multiple players could not claim their revenges seperately. Even if one of them gets his revenge kill while the others were nearby or just shot but did the get the final kill, the revenge should be over for all. This thing does not need any update or script change so please bring this into action immediately.

But what are the suggestions though? You're talking more about the problems rather then possible solutions.

But what are the suggestions though? You're talking more about the problems rather then possible solutions.
I thought the solutions would be pretty obvious after I have stated everything in detail. But nvm I will just edit my post.

Multiple revenge and MW killing are silly rules which needs to be changed as soon as possible.

Both the rules provide opportunity for unnecessary DM and makes the creates a hostile environment in the server which is not good.

I am also in favour of increasing mission / job payouts. Sometimes the server is flooded with cops and there is hardly an opportunity for criminals to make profit.

As far as payouts go, being cop is barely profitable at the moment which is how I think it should be. I think even 10-20% medical fees would be alright. Cops should be kind of overpowered bots with no potential to make real money.
Civilian payouts should be increased to the point where people aren't complaining about cops being OP. If Mike could make it so robbery payouts scale with number/ratio of cops:civilians, all the better. Bonus points for taking into account cops' ranks or some kind of efficiency calculation like avarage arrests per day ? Maybe I'm way overthinking it though.
