Allow shoot rustler and sparrow at orange suspects who are in airplane or helico

There is no way to stop them.
I used to follow them with rustler and scream at them asking them to stop until they become red and shoot down after it, but after update they won't become red.

Yep, it's already allowed to shoot at airplanes or helicopters occupied by orange criminals. However, you must be careful not to damage the aircraft to the point where it will immediately explode. In other words, once the aircraft starts smoking, you should stop firing to allow the occupants to get out.
