I have a suggestion that you should first have done a 'first job' before you can open a bank account (deposit/withdraw) in a bank. Any innocent job should do. Once you have done your first job then you have automatically opened a bank account (except ATM pin). This may encourage more players to commit crime but makes gameplay more realistic (to me atleast).
