I think there's a relationship between these two bugs, those often happen around LV Area (Julius Thruway South), Dry Zone near the restaurant (Where there is the Horseshoe with the water source). Basically if you request a police vehicle via menu, the vehicle despawns right after spawning because you've abandoned it. Same thing while cuffing suspects. After cuffing 'em you get the message "You've lost Dude, they escaped the capture and their cuffs are removed", just like when you get very far away from your arresting officer. I've experienced once also another bug, this time the cuffs were not removing even if i got away, or become innocent. I got cuffed, and i got away. But the cuffs were not disappearing. Even if i evaded until i was ticketable and innocent, i was still cuffed and unable to get off my pal's car. A cop had to /uncuff me to solve that. I am always avaliable to try these things in game.
