Can you please make hit and run a tiered offence rather than arrestable from the get go? The amount of people who jump in front of my car while I'm leaving PD or down the street and I'm on my way to a mission is unbearable.
Make it so 1st time - ticket, second - arrest and so on and so forth. Cops included.
