Add police megaphone for rustler and sparrow

Unlike other police vehicles, rustlers and sparrows don't have megaphone -- this means that when you press "2", sound effect "this is LSPD, stay where you are" doesn't play. This sounds effect is very helpful and intimidating, especially helpful when you follow players that don't read chat. Please add this effect for rustler and sparrow.
