Medkit usage in Vehicle

Add a feature where players can use Medkit inside a Vehicle. The driver have to stop the car to use the Medkit. Passengers can use it even if the Vehicle is moving also they should cancel their drive-by. This will be useful if a player is in a cop chase and needs to restore health.

I think this suggestion will be useful in other situations like:

Flying in a rustler and trying to kill some most wanted criminals you will get hurt and all.

But you can use the medkit while in the plane instead of going multiple times to a police department for healing up.

The normal medkit cooldown should be applied here too. +1

Dissaprove, this will make drivebyers even more invincible.
Though this not RP server, but however, imagine healing your wounds and driving simultaneously IRL, isn't it redicilous.

If you Will be healing you should be unable to perform drive by as a passenger, drive the vehicle and so on.

Edit: Yeah i am saying it for future reference cause the only way to make sure you are not doing such things is to freeze your character (vehicle) meaning you cant move or do anything.

Of course, passenger needs to cancel their drive by to use medkit. But if the driver uses a medkit and then starts to drive, The medkit usage should be cancelled. This will be useful because if the driver is using the medkit and he suddenly see a cop chasing him.

* No ability to /medkit if taken damage in last 10 seconds (or however long damage time limit is usually)
* Must be inside vehicle to /medkit aka no-driveby
* Driver must be stationary to /medkit

In the default medkit usage there is a cooldown to use after taking damage. So it would be obvious to be added it in the vehicle medkit usage too.
As for your 3rd point. I've already added it in the suggestion.
