Funny I was going to make a suggestion like this. Getting into cars is way too easy when locked. I also feel there should be a certain restraint towards locked personal vehicles.

I second codeshadow's idea. (lower the success rate of hotwiring system of owned cars and sell upgradeable lock in 24/7)
