Ban cheaters in game and let them appeal with a video

Since the over complicated rules, server is always full of cheaters/aimbotters and admins not doing anything about them or don't dare to ban them in game. They should be, and let them appeal with a video prooving if they are really innocent. Most of players are just here for fun, not nolifing and recording etc especially new players who get abused by them and leaving the server forever.
