I'm pretty sure, it has something to do with the delayment of bot's health to be loaded when the player crosses the little gate door.

in short: player somehow crosses the gate door before the bot can actually start shooting him.

how to replicate: go out from the gate door(vault), and re-enter again.

Description	Vault guard will not take damage, if a player enters the bank vault too early, mostly after reset if someone had failed the bank robbery. Players can avoid it, by going out of vault and then back in.
