 The way in which tazing and cuffing works for cops has been changed:
 - To cuff a suspect, the police officer must now stand very close and
 directly behind the player.
 - Cuffing is no longer instant.
 - While a suspect is being cuffed, they can break away.
 - Tazing is no longer an automatic process based on a key being pressed.
 Police officers can now equip a tazer with which to aim and shoot
 suspects.
 - Tazer ammo is limited to 10 and can be refilled at any police station
 locker room.
 - You can equip and holster a tazer by holding N.
 - Pressing N near a suspect that is moving will instantly equip a tazer.
 
 CHANGES
 - Reduced time limit between robbing same player from 10 to 5 minutes.
 - Reduced time between robbing another player from 30 to 25 seconds.
 - The number of hits to break into a vehicle has been reduced slightly
 from 8-14 to 5-12.
 - Maximum jail time and bail/ticket reduced.
 - Time to evade cops reduced by 5 seconds per star.
 - Time from player pausing to 'x is now paused' increased from 10 to 15
 seconds.
 - Default taxi fare is now $75/km rather than $100.
 - Level required to become a cop lowered from 10 to 8.
 - Score and cash recieved from achievements significantly reduced.
 - Fixed an issue where the Securicar mission/event didn't end if the
 main player quit the server.
