Title: Doing /rpv before our PV gets destroyed, removes the cooldown

- What happened?: We can remove the cooldown to call our PV after it gets destroyed by /rpv-ing it (before exploding).
    - Where were you?: N/A
    - What were you doing?: /rpv-ing my PV before it gets destroyed.
    - Did you have some sort of special circumstances happening at the time?: No.
- Is this a reoccurring issue? Has it happened to you or others before?: Yes. Yes, and some players are abusing this.
- Please provide steps for us to reproduce the issue ourselves, if possible: Before your PV explodes, call it via /rpv command to remove the CD.
