POTENTIAL LAG/PACKETLOSS FIX
This update contains a POTENTIAL fix for the recent lag/packetloss issues.
This is NOT a confirmed fix. We will monitor for a while and gather feedback later.

- Personal vehicle mods applied in modshops are now saved immediately rather than when exiting the modshop.
  - This prevents situations where players crash while in a modshop losing the money they spent on the mods and them not being saved.
- The maximum tip that can be given after receiving a service has been increased from $1000 to $5000.
- Medical fees have been reduced to: $1000 + 0.1% of player wealth, capped at $5,000.
  - Subject to further change based on community feedback.
  - Values can now be adjusted at 'runtime', without a script update.
  - With this new formula, medical fees reach the $5,000 cap for players with $4m.
- Public services (cop/medic/fire) no longer pay medical fees again.
- Players no longer charged medical fees after losing a 1v1 duel. They will respawn where they accepted the duel rather than at the hospital.
- Cops will no longer be equipped with full health and armour when going on duty.

- Fixed an issue where personal vehicle colors were not saved correctly when a paintjob was applied.
- Fixed garage labels not updating to remove 'ACTIVE' label if a new vehicle is requested and one is returned to storage automatically.
- Fixed a bug where invalid vehicle components (mods) were added to personal vehicles.
- Fixed Valet mission only requiring 1 vehicle to be parked (was set as such for testing).
- Fixed vehicles in properties not showing correctly (or at all) in the vehicle menu (/v).
