Whilst everything else is synced absolutely fine such as movement, shooting/damage can have a delay of a few seconds before registering, and up to 10-15 seconds to make a player wanted.

Yes this happened to me when Akeno and Clara did this event all my gun on-duty were replaced by my off-duty weapons

Same happened to me like 4 days ago I was cop and others can see me and I can see them too but when they hit me they don't get any wanted levels and I don't lose any health
