FIXES
- Fixed cops being able to rob the bank. How was this not reported sooner?!
- All lowrider vehicles (specifically tornado and slamvan) now available for purchase at low-end vehicle dealerships.
- Fixed fix for fishing splash effect not working north of Sherman Dam.
- Removed debug message from /pms.
- Fixed a bug with /pms where PM history from the player that last had your player ID was shown. It was not reset when a player left.
- Public servicemen (cops/medic/firefighters) that shoot non-arrestable suspects or team mates will no longer do damage, as intended.
