Title: You can use C.I.A abilities without be LVL 6 Cop

What is the bug:
I'm Lvl 5 Cop as you can see in picture (Picture 1(sa-mp-03.png)).But i can choose C.I.A skin,and i can use C.I.A abilities:
-I can request Unmarked Car (Picture 2,3(sa-mp-04.png,sa-mp-05.png))
-I can drive C.I.A car(Unmarked Car)(Picture 4(sa-mp-010.png))
How it's happened:
The active city was LV.I going to ZIP clothes shop in LS then i select change skin then i select first C.I.A skin.

Note:Last photo was taken in Binco(Picture 5(sa-mp-011.png)).So i think you can do this bug at any clothes shop.And i think i can use F.B.I skin when i be Lvl 6 Cop.
Note2:I cant select C.I.A in cop menu,so i cant take C.I.A Loadout.
