Title: Require past 5 minutes video footage for reporting nonthreat kill

As stated in the suggestion, there are countless things you could do that are not logged in /actions like trying to ram a player and so on so forth, we already require a 30 minutes full video recording of our gameplay to report someone for RDMing, I never understood the logic behind trusting action logs when it comes to nonthreat kills, suspect might have shot, attempted to run over a cop or anything could have happened in the past 5 minutes. So, simply to be fair, players need to supply past 5 minutes of their gameplay when reporting someone for killing nonthreats, so we can be 100% sure that he indeed was a nonthreat just like RDM reports are handled

It's not a good idea to set a rule like this when 99% of the players here can't even record 5 seconds of gameplay, let alone 5 minutes. This means that implementing your idea will make almost every report invalid due to a lack of evidence, and actual rulebreakers will go unpunished. (Literally what happens with RDM reports now)

Besides, non-threat reports are fairly simple when compared to RDM reports, so I don't mind relying on logs and questioning players. In difficult cases where both parties contradict each other, we can request video proof or dismiss the case. Up to the staff member.
